The Mystery of Resurrection
50 Now I say this, brethren, that flesh and blood cannot inherit the kingdom of God; nor does the perishable inherit the imperishable.

Point of Clarification

The above sounds like Christ was giving Peter ultimate authority to do 'whatever' he wants regarding 'whatever' and 'whenever'
Not so, and a very simple grammatical point will illustrate that. I have used the New American Standard Updated (NASU) version here as it best translates/represents the original Greek.
'bind on earth' is present tense accompanied with the 'where' (earth)
'shall have been bound' is past tense accompanied with the 'where' (heaven)
and
'loose on earth' is present tense accompanied with the 'where' (earth)
'shall have been loosed in heaven' is past tense accompanied with the 'where' (heaven)
Bottom Line: Peter, along with anybody who reads it, is being told by Jesus that whatever he (Peter) might do through the Holy Spirit (binding or loosing), would only be what was already approved/ordained in heaven. That's how past tense works in relation to present or future tense for that matter. In other words,'shall have been (already) bound in heaven' and 'shall have been (already) loosed in heaven'.
Further, the proof is in the pudding. Even Jesus did not work 'ad-hoc', 'off-the-cuff' or frankly, 'fly by the seat of one's pants' or 'make up the rules as you go' sort-of-thing.
For I did not speak on My own initiative, but the Father Himself who sent Me has given Me a commandment as to what to say and what to speak. 50 I know that His commandment is eternal life; therefore the things I speak, I speak just as the Father has told Me." John 12:49-50 NASU
Frankly, if what Jesus said to all of us' so clearly, doesn't 'cut it', then the problem isn't with the hearing as one shall hear but not understand. The problem is with the heart. It's not a case of a 'transplant'but an 'implant'.
"... in humility receive the word implanted, which is able to save your souls". James 1:21, NASU.
'Receive' (Greek: dechomai) means 'accept' and is used literally and figuratively.
'Implanted' (Greek: emphutos) also means 'engrafted ' and in James 1:21 and is used here 'figuratively'. Used especially of ideas or principles: deeply rooted; firmly fixed or held. Synonyms: deep-rooted, deep-seated, ingrained, planted. "Engrafted " is primarily associated with the metaphor of grafting in horticulture. That's where a branch or shoot is inserted into a different plant so that they grow together as one. In surgery it refers to 'living tissue' being grafted with 'other living tissue' to become one. Now think of Hebrews 4:12.
Hebrews 4:12-13
12 For the word of God is living and active and sharper than any two-edged sword, and piercing as far as the division of soul and spirit, of both joints and marrow, and able to judge the thoughts and intentions of the heart.
13 And there is no creature hidden from His sight, but all things are open and laid bare to the eyes of Him with whom we have to do. NASU
Remember, the Word is part of the armor of God. Ephesians 6:12, " And take the helmet of salvation, and the sword of the Spirit, which is the word of God ". NKJV
Now think of living scripture as being God-Breathed... 2 Timothy 3:16-17: All Scripture is God-breathedand is useful for teaching, rebuking, correcting and training in righteousness, 17 so that the man of God may be thoroughly equipped for every good work. NIV
And as Jesus warned the Jews, Scribes, Pharisees who opposed Him, of their hypocrisy
"You search the Scriptures, for in them you think you have eternal life; and these are they which testify of Me. 40 But you are not willing to come to Me that you may have life ". John 5:39-40, NKJV
God is our/your life support.
Acts 17:24-31
God, who made the world and everything in it, since He is Lord of heaven and earth, does not dwell in temples made with hands. 25 Nor is He worshiped with men's hands, as though He needed anything, since He gives to all life, breath, and all things.
26 And He has made from one blood every nation of men to dwell on all the face of the earth, and has determined their preappointed times and the boundaries of their dwellings, 27 so that they should seek the Lord, in the hope that they might grope for Him and find Him, though He is not far from each one of us;
28 for in Him we live and move and have our being,
as also some of your own poets have said, 'For we are also His offspring.' 29 Therefore, since we are the offspring of God, we ought not to think that the Divine Nature is like gold or silver or stone, something shaped by art and man's devising.
30 Truly, these times of ignorance God overlooked, but now commands all men everywhere to repent, 31 because He has appointed a day on which He will judge the world in righteousness by the Man whom He has ordained. He has given assurance of this to all by raising Him from the dead." NKJV
Unplug yourself from God or don't get plugged into Him and His Word and where then, is your life-support? Or, to put it another way, what choice are you making, while indeed you have opportunity to make it? Further, if you abandon that 'power' to somebody else, is that the best thing to do? Let Christ be your power of attorney.
Romans 6:3-11
Or do you not know that as many of us as were baptized into Christ Jesus were baptized into His death? 4 Therefore we were buried with Him through baptism into death, that just as Christ was raised from the dead by the glory of the Father, even so we also should walk in newness of life.
(My note: Baptize in Greek 'baptidzo' means only 'immerse/submerge'. 'Sprinkle' in Greek is 'rhantize' and is never used in the New Testament for scriptural baptism e.g. Acts 2:38; 22:16. Ephesians 4:4-6 says there is only 'one' baptism. Best to give that some serious thought. God did.
5 For if we have been united together in the likeness of His death, certainly we also shall be in the likeness of His resurrection, 6 knowing this, that our old man was crucified with Him, that the body of sin might be done away with, that we should no longer be slaves of sin. 7 For he who has died has been freed from sin. 8 Now if we died with Christ, we believe that we shall also live with Him, 9 knowing that Christ, having been raised from the dead, dies no more. Death no longer has dominion over Him. 10 For the death that He died, He died to sin once for all; but the life that He lives, He lives to God. 11 Likewise you also, reckon yourselves to be dead indeed to sin, but alive to God in Christ Jesus our Lord. Without God, Jesus, Holy Spirit we are empty tombs, dead as we walk. With them live for this life and the next.
To re-iterate, it cannot be overstated, even Jesus did not allow Himself to make changes 'on the fly'.
